Chest Heart & Stroke Scotland Statement on Scottish Government Budget

Jane-Claire Judson, Chief Executive of Chest Heart & Stroke Scotland, said: “We welcome the increased investment in our NHS, which is badly needed. However, there needs to be an increased focus on how we use available funding to solve the systemic challenges facing our health care system.  

“However, there remains a lack of detail and commitment around rehabilitation for people living with our conditions and thrombectomy services, which are critical for stroke survivors. 

Public Health Scotland figures show that just over half of the 11,341 people who had a stroke last year received the necessary standards of treatment to give them the best chance of survival. 

“We also need to see a stronger commitment to supporting people with long-term conditions such as Coronary Heart Disease, COPD and Long Covid. These individuals often face ongoing challenges that require sustained rehabilitation, community-based care, and tailored support to prevent hospital admissions.  

“Investing in long term conditions is not only vital for improving quality of life but also for reducing pressure on our health system.” 

“Our 2026 Manifesto sets out clear priorities: greater access to rehabilitation, better early diagnosis and treatment, and more support for unpaid carers. These are essential to ensure people living with chest, heart, and stroke conditions can live their lives to the full. 

“Together with the Scottish Government, we are calling for urgent action to improve care, support, and prevention. We need a system that works for people – not just in hospitals, but in communities – so that everyone has the best chance of recovery and quality of life.”
